Main Article Content
Abstract
The purposes of this research were to (1) study the levels of public policy factors and the levels of public policy efficiency in local administrative organizations, (2) investigate the factors affecting the public policy efficiency of local administrative organizations, and (3) explore guidelines for developing the public policy efficiency of local administrative organizations. This study employed a mixed-methods research design. The quantitative sample consisted of 337 personnel from local administrative organizations, with the sample size determined using Taro Yamane’s formula and the participants selected through stratified random sampling. For the qualitative research, purposive sampling was used to select 12 key informants for in-depth interviews, including executives, civil servants, subdistrict headmen (Kamnan), village headmen, and community representatives. The research instrument was a questionnaire with a reliability coefficient of 0.989. Data were analyzed using percentages, means, standard deviations, correlation coefficients, and multiple regression analysis. The results indicated that (1) the levels of public policy factors and the overall level of public policy efficiency in local administrative organizations were high; (2) budget factors (β = .292), leadership factors (β = .048), management factors (β = .028), and public participation factors (β = .027) significantly affected the public policy efficiency of local administrative organizations at the .001 level of statistical significance; and (3) the guidelines for developing the public policy efficiency of local administrative organizations suggested that emphasis should be placed on area-based strategic planning, ensuring that policy implementation aligns with designated plans and timelines, and regularly reporting performance outcomes to the public. Furthermore, attention should be directed toward encouraging public participation, adopting digital technologies, and enhancing personnel capacity to sustainably address community needs. Additionally, budget management, as well as the utilization of human resources, materials, and equipment, should be optimized to ensure cost-effectiveness. This will ensure that public service delivery responds to community needs in a prompt, targeted, sustainable, transparent, and accountable manner.
