การดำเนินงานโครงการอาหารกลางวันตามมาตรฐานการประเมินโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครศรีธรรมราชเขต 2

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานโครงการอาหารกลางวันตามมาตรฐานการประเมินโรงเรียน 2) เปรียบเทียบการดำเนินงานฯ ตามตัวแปรขนาดของโรงเรียน ประเภท ที่ตั้ง อัตรางบประมาณ รูปแบบการดำเนินงาน เพศ และประสบการณ์ของผู้บริหาร และ 3) ศึกษาปัญหาและข้อเสนอแนะในการบริหารงาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครศรีธรรมราช เขต 2 ประชากรจำนวน 188 แห่ง กลุ่มตัวอย่าง คือ โรงเรียนจำนวน 128 แห่ง กำหนดขนาดโดยใช้ตารางของเครซี่และมอร์แกน ได้มาโดยการสุ่มตัวอย่างแบบแบ่งชั้นตามขนาดโรงเรียนและสุ่มอย่างง่าย เครื่องมือที่ใช้คือแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่า IOC ระหว่าง 0.60-1.00 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ .984 สถิติที่ใช้ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์แบบทีอิสระ การวิเคราะห์ความแปรปรวนทางเดียว การทดสอบพหุคูณด้วยวิธี LSD และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) การดำเนินงานโครงการอาหารกลางวันโดยรวมอยู่ในระดับดี 2) ผลการเปรียบเทียบพบว่า โรงเรียนที่มีขนาด อัตรางบประมาณ รูปแบบการดำเนินงาน และประสบการณ์ของผู้บริหารต่างกันมีการดำเนินงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01, .001, .05 และ .01 ตามลำดับ ส่วนตัวแปรด้านประเภทของโรงเรียน ที่ตั้ง และเพศของผู้บริหาร ไม่พบความแตกต่างอย่างมีนัยสำคัญ และ3) ปัญหาสำคัญคือความล่าช้าในการเบิกจ่ายงบประมาณ การบูรณาการเรียนการสอนไม่ครบทุกกลุ่มสาระ และการขาดแคลนบุคลากรด้านโภชนาการ ข้อเสนอแนะควรเร่งรัดการเบิกจ่ายงบประมาณให้คล่องตัว ส่งเสริมการใช้โปรแกรม Thai School Lunch อย่างเต็มประสิทธิภาพ พัฒนาหลักสูตรบูรณาการโภชนาการในทุกกลุ่มสาระเรียนรู้ และสร้างภาคีเครือข่ายความร่วมมือกับชุมชนเพื่อความยั่งยืน
