GUIDELINES FOR STUDENT AFFAIRS ADMINISTRATION TO PROMOTE DEMOCRACY IN SMALL SCHOOLS UNDER KHON KAEN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

The objectives of this research were to: 1) study the current state, desirable state, and priority needs of student affairs administration for promoting democracy in small schools under Khon Kaen Primary Educational Service Area Office 1; and 2) create, verify, and evaluate the appropriateness, feasibility, and usefulness of the guidelines. The population consisted of 397 school administrators and teachers in small schools. A sample of 196 participants was determined using Krejcie and Morgan’s table. The research instruments included a questionnaire with item discrimination ranging from 0.65 to 0.87 and a reliability coefficient of 0.98 and above, an interview form, and a draft of the guidelines. Data were analyzed using mean, standard deviation, Priority Needs Index (PNI modified), descriptive analysis, and content analysis.
The research findings were as follows:
- The overall current state of student affairs administration for promoting democracy in small schools was at a moderate level. The overall desirable state was at a high level. The aspect with the highest priority need was systematic and continuous management.
- The guidelines for student affairs administration for promoting democracy in small schools comprised four practical approaches: (1) establishing a democratic learning ecosystem; (2) integrating democratic ways into the learning management process; (3) driving operations through student affairs activities and the student council; and (4) implementing systematic and continuous management. The overall evaluation of the guidelines' appropriateness, feasibility, and usefulness was at the highest level.
