PROMOTING PUBLIC PARTICIPATION IN PREPARING LOCAL DEVELOPMENT PLANS INTEGRATED MODEL OF THE SAN SUBDISTRICT ADMINISTRATIVE ORGANIZATION AT WIANG SA DISTRICT IN NAN PROVINCE BY APPLYING THE PRINCIPLES OF APARIHANIYADHAMMA

Abstract

The objectives of this research paper were : 1) study the level of public participation in the preparation of integrated local development plans; 2) compare public participation in the preparation of integrated local development plans classified by personal factors; and 3) present the application of the principle of non-informativeness to promote public participation in the preparation of integrated local development plans using a mixed methods research method, using quantitative research, using survey research from a quantitative questionnaire with a sample of 378 people, and qualitative research by conducting in-depth interviews with 10 key informants.

The research findings were as follow : 1) the level of public participation in the preparation of integrated local development plans was at a high level overall (x̅ = 3.76). 2) The results of the comparison of public participation in the preparation of integrated local development plans classified by personal factors showed that gender was not different, so the research hypothesis was rejected. In other aspects, there are differences, so the hypothesis is accepted. 3) Application of the principle of immaterialism to promote public participation in the preparation of an integrated local development plan. The people of San Subdistrict participated in the referendum to solve problems and express opinions and needs for community development. They participated in the implementation of project activities according to the local development plan, which resulted in benefits for themselves and the community.
