COMPETENCY FACTORS OF EDUCATIONAL INSTITUTION ADMINISTRATORS THAT AFFECT TO DEVELOP QUALITY OF EDUCATION UNDER LOCAL ADMINISTRATIVE ORGANIZATION

This research aimed to study 1) to study the conditions and competency factors of educational administrators that affect the quality of education. 2)to analyze the competency factors of educational administrators that affect the quality of education under local administrative organizations. the sample was 399 teachers and administrators of educational institutions of education under local administrative organization. the instrument for collecting data was Personnel with 5 rating scale were used The reliability of the questionnaire were from 0.99. The statistics used for data analysis were mean, standard deviation and stepwise multiple regression analysis.
The research results were found as follows; 1) Conditions of educational quality development under local administrative organizations. Overall, it is at a high level. The averages are arranged from highest to lowest as follows: Administrative process and management. The teaching and learning process is student-centered. Factors of competence of educational institution administrators that affect development of educational quality under local administrative organizations, with core competencies and executive competencies, are overall at a high level. 2) . Analyze the competency factors of school administrators that affect the development of the quality of education under local administrative organizations, consisting of Leadership competence, adherence to integrity and ethics, achievement orientation, service excellence, respectively. The prediction equation in the form of raw scores is Y’ = 0.718 + 0.351X7** + 0.209X2** + 0.145X1** + 0.133X4**. The prediction equation in the form of standard scores is Z’y = 0.336Z7* + 0.269Z2* + 0.164Z1* + 0.111Z4*.
