Administration of the Bangkok Metropolitan Authority for Disaster Prevention and Mitigation; Caused by the Addition of the Building Renovation

Abstract

The objectives of this study were to examine (1) problems of administration, (2) [identify] development guidelines of administration, and (3) propose strategy development guidelines for the administration of the Bangkok Metropolitan Authority for public disaster prevention and mitigation caused by the expansion of buildings. According to the Sufficient Economy Philosophy concept, moderation, reasonableness, self-immunity, knowledge and morality were applied as a conceptual framework. This study employed a survey research by means of using questionnaires that had passed quality with validity check at 0.81 level and reliability check at 0.79 level. Population was all 5,676,648 people in areas of 50 district offices of Bangkok Metropolitan. A sample size was 625 people living in the areas of Khet Ladprao and Khet Wang Thonglang district offices, which was calculated based on Taro Yamane’s formula with an error 4 % and with a confidence coefficient 96 %. Field data collection was done during March - April, 2019. A total of 480 questionnaires were completed and returned. The response rate of 480 sets of returned questionnaires was 76.80 %. Descriptive statistics of percentage, mean, and standard deviation were used to analyze the data collected in the field and the results were presented in the form of a contingency table. The research results revealed that: (1) the main problem of administration that should be solved was that the Bangkok Metropolitan Authority had not provided the public with enough explicit information relevant to the expansion of buildings, (2) the key development guidelines of administration were that the Bangkok Metropolitan Authority should establish a policy that will promote its administration of public disaster prevention and mitigation in the expansion of buildings by providing people with explicit information relevant to its rules and regulations of the expansion of buildings continually and by offering people more training programs in which people can gain the concrete knowledge about the expansion of buildings. Meanwhile, the Bangkok Metropolitan Authority should also improve the strategy development guidelines of administration in terms of concrete knowledge management, and (3) the Bangkok Metropolitan Authority should formulate the development guidelines strategy of administration for disaster prevention and mitigation caused by the expansion of buildings in accordance with the 5 aspects of the Sufficient Economy Philosophy and apply the formulated strategy to convert the given values of key performance indicators whose knowledge, moderation, reasonableness, self-immunity and morality were ranked from the highest to lowest levels, respectively.
