A review and synthesis of urban development concepts in terms of sustainability at the local level. This review indicates that development with clear goals and systematic implementation can maximize resource efficiency while enhancing the quality of life for citizens across physical, economic, social, and environmental dimensions. Sustainably developed cities can reduce inequality and promote equitable access to basic services. Moreover, urban development should consider the connectivity and alignment between cities and local administrative organizations, while considering the specific context of each area. The key proposal of this article is that genuine decentralization of power to local administrative organizations should be pursued, enabling them to effectively and sustainably define, plan, and implement urban development according to the unique characteristics of their areas.
2025-06-30T00:00:00+07:00Copyright (c) 2025 Chiang Rai Rajabhat Universityhttps://so16.tci-thaijo.org/index.php/POPACRRU/article/view/1169Development of integrated local development plan process of Pong-Ngam Subdistrict Administrative Organization, Mae Sai District, Chiang Rai Province2024-11-19T13:56:53+07:00Natthaphong Rattanasuwan668970012@crru.ac.thPrayoon Imiwatprayoon6318@gmail.comPhuripat Kaewsrikhunphuripat@gmail.com
This research aimed to (1) study the status of the integrated local development plan of Pong Ngam Subdistrict Administrative Organization, Mae Sai District, Chiang Rai Province; (2) study the problems in the integrated local development plan of Pong Ngam Subdistrict Administrative Organization, Mae Sai District, Chiang Rai Province; and (3) propose a guideline for the development of the integrated local development plan process of Pong Ngam Subdistrict Administrative Organization, Mae Sai District, Chiang Rai Province. The study sample comprised 400 Thai tourists who visited the Rajamangala Trang Aquarium. Data collection was conducted using a structured questionnaire, which was validated for content validity through an Index of Item-Objective Congruence (IOC), with values ranging from 0.67 to 1.00, and for reliability using Cronbach’s Alpha, yielding an overall reliability coefficient of 0.950. Data analysis was performed using descriptive statistics and inferential statistics, employing a stepwise multiple regression analysis.

The findings reveal that (1) the overall level of service quality development influencing revisit intention in the digital era was rated at the highest level, and (2) the development of service quality in terms of online experience, offline experience, psychological and social factors, and integrated experiential engagement positively influenced tourists’ revisit intention. Among these, offline experience had the most significant impact, while the integration of digital and offline experiences played a crucial role in enhancing convenience and fostering tourists’ emotional connection with the aquarium, ultimately strengthening their intention to revisit in the future. This study offers practical recommendations, including developing digital platforms for promotion, organizing interactive online activities, and training staff in technological competencies, which can be applied in service strategy planning to effectively enhance visitor engagement and revisit intention.
2025-06-30T00:00:00+07:00Copyright (c) 2025 Chiang Rai Rajabhat University
