Developing the Leadership Capacity of Community Leaders in Local Development Planning in the Mae Sai Special Economic Zone, Chiang Rai Province

This research study has the objective 1) To study the problems and obstacles of community leaders in preparing local development plans in the Mae Sai Special Economic Zone area. Chiang Rai Province. 2) To analyze the potential of community leaders in preparing local development plans in the Mae Sai Special Economic Zone area. Chiang Rai Province. and 3) to propose guidelines for developing the potential of community leaders in preparing local development plans in the Mae Sai Special Economic Zone area. Chiang Rai Province The study employed quantitative research methods, with a population sample consisting of 36 community leaders and officials involved in local development planning, and 375 local residents from Pong Ngam Subdistrict. Data were collected using questionnaires and analyzed through frequency, percentage, mean, and standard deviation. In addition, qualitative research was conducted with 10 key informants, and data were analyzed using content analysis. The results of the study of problems and obstacles found that community leaders have problems and obstacles in preparing local development plans. The budget aspect is at the highest level, followed by legal regulations, and public participation. The results of the analysis of the potential of community leaders found that community leaders have high potential in every aspect, and guidelines for developing the potential of community leaders in preparing local development plans in the Mae Sai Special Economic Zone area. A Model of Successful Local Governance in Ethnically Diverse Highland Communities: A Case Study of Ban Luang Subdistrict Municipality, Chom Thong District, Chiang Mai Province

The objectives of this research article are: (1) To study and analyze the key success factors in local governance within ethnically diverse highland areas of Ban Luang Subdistrict Municipality, Chom Thong District, Chiang Mai Province, and (2) To propose a model of successful local governance in ethnically diverse highland areas of Ban Luang Subdistrict Municipality, Chom Thong District, Chiang Mai, The study employed a qualitative case study design, incorporating in-depth interviews and focus group discussions. Data were collected from 25 participants, including municipal executives, council members, municipal officials, stakeholders, and representatives from local networks. Semi-structured interview and focus group protocols were used as research instruments. The data were analyzed and interpreted using content analysis, and methodological triangulation was employed to ensure validity and reliability through comparisons of data from document analysis, interviews, and focus group discussions.

The findings reveal four key success factors for local governance in Ban Luang’s ethnically diverse highland setting: (1) strong teamwork and collaborative operations; (2) a cohesive organizational culture; (3) active community and local authority participation; and (4) support from local and ethnic networks. Building on these results, the study proposes a model of successful local governance comprising: (1) leadership as a pivotal driver; (2) effective organization and administration; (3) robust networking; and (4) broad-based collaboration and public participation. However, persistent challenges remain, including legal and regulatory constraints, budgetary limitations, and shortages of human resources. The study recommends strengthening engagement with local agencies and advancing multi-sectoral partnerships to consolidate cooperative and participatory governance.

Factors Related to the Performance of the District Health Board in Chainat Province

This study aimed to investigate (1) the operational level of the District Health Board (DHB) in Chainat Province, and (2) the factors associated with its operations. The study population consisted of 168 DHB members from all districts in Chainat Province. Data were collected using a structured questionnaire, which was validated for content with an item-objective congruence (IOC) index ranging from 0.67 to 1.00 and demonstrated a reliability coefficient of 0.969. Descriptive statistics, including percentage, mean, and standard deviation, together with Pearson’s correlation coefficient, were employed for data analysis.

The results indicated that the overall operational level of the DHB was high (μ = 3.21, σ = 0.53). Regarding personal factors, significantly related to performance (p-value = 0.000) For management resources, an overall moderate correlation was found (r = .540, p < 0.01), with personnel showing the strongest correlation (r = .542, p < 0.01), followed by materials and equipment (r = .468, p < 0.01), management (r = .438, p < 0.01), and budget (r = .380, p < 0.01). In terms of administrative processes, a moderate correlation was also observed (r = .535, p < 0.01). Among these, organizational structure showed the strongest correlation (r = .489, p < 0.01), followed by work control (r = .481, p < 0.01), leadership (r = .468, p < 0.01), and planning (r = .446, p < 0.01). Overall, both management resources and administrative processes were moderately correlated with DHB operations, with personnel and organizational structure identified as the most influential factors.

The Role of the Government in Promoting Digital Skills Development among the Elderly: A Case Study of Wang Subdistrict Administrative Organization, Tha Chana District, Surat Thani Province

This research aimed to: 1. Examine the role of the government sector in promoting the Development of digital skills among older adults in the Wang Subdistrict Administrative Organization; and 2. Explore the attitudes, perspectives, and experiences of older adults in the Wang Subdistrict Administrative Organization, Tha Chana District, Surat Thani Province, regarding the use of digital technology. A qualitative research method was employed, using in-depth interviews with four personnel from the Wang Subdistrict Administrative Organization and the Wang Subdistrict Health Promoting Hospital, as well as a focus group discussion with eight older adults. The findings revealed that: 1) The Wang Subdistrict Administrative Organization, as a relevant governmental body, plays a key role in promoting the development of digital skills among older in its jurisdiction because it is responsible for providing various public services to them. Addressing challenges in promoting digital skill development for older adults requires collaboration with other government sectors, particularly the private sector, as well as the general public, in order to reach shared agreements and mutual needs. The organization has incorporated digital technology systems to enhance its administrative processes. 2) Regarding the attitudes, perspectives, and experiences of older adults, the implementation of digital technology in the operational processes of the Wang Subdistrict Administrative Organization has enabled older adults and the general public to gain better access to services. The organization has adjusted both its internal and external services procedures, aligning with concepts related to the development of the government’s digital systems and the notion of New Public management. This includes improvements in administrative management through the full integration of digital technology in public administration and public service delivery, as well as the integration of government databases. These efforts aim to create balance and enhance management systems, elevate public services toward excellence, and respond to service recipients’ needs with convenience, speed, and transparency

Performance Development and Quality of Work Life

The purpose of this article is to inspire ideas by presenting concepts related to the quality of work life and the development of organizational efficiency. The author outlines a structured approach to this study, covering the following aspects: the definition of quality of work life, the benefits of having a good quality of work life, the meaning of effective work performance, factors influencing organizational work efficiency, an analysis of the relationship between performance development and quality of work life, and a conclusion. this article aims to provide insights that encourage scholars and researchers to recognize the significance of these concepts and apply them to human resource development and the enhancement of organizational efficiency. The findings reveal new knowledge, indicating a close relationship between quality of work life and organizational efficiency. A good quality of work life has a direct impact on an organization’s operational performance, aligning with McKinsey’s 7S framework.
