Abstract

Abstract

This article analyzes the strategies for the development of the elderly society and the desired directions. The past strategies were 1) emphasizing social work policies, 2) giving importance to the elderly in the 5th National Economic and Social Development Plan (1982-1986), 3) advocating the policies of the Association of the Elderly Council of Thailand. Thailand under the Royal Patronage of His Majesty the King, 4) the creation of living allowances and measures for long-term elderly people (1992-2011), 5) the existence of the 2nd National Elderly Plan (2002-2021) and the 2003 Elderly Act. The desirable strategies are 1) Policy and Grand Strategy for comprehensive care and development for all groups of elderly people, 2) Operational Art, focusing on strengthening local mechanisms rather than being a passage of national policies, and 3) Tactics to promote the strength of the elderly groups to build power and bargaining.
