DISCRIMINATION ANALYSIS OF WORLD-CLASS STANDARD SCHOOL THE OFFICE OF THE BASIC EDUCATION COMMISSION QUALITY AWARDS

Abstract

A study on World-Class Standard Schools receiving the Office of the Basic Education Commission Quality Award (OBECQA) was conducted to identify the key components of award-winning schools and to determine the variables that discriminate between schools that received the award and those that did not. The sample consisted of 91 World-Class Standard Schools, including 44 award-winning schools and 47 non-award-winning schools, with a total of 237 respondents. The findings revealed that World-Class Standard Schools receiving the OBECQA award were characterized by seven key components: (1) Leadership, (2) Strategy, (3) Students and Stakeholders, (4) Measurement, Analysis, and Knowledge Management, (5) Workforce, (6) Operations, and (7) Results. These components are consistent with the framework of organizational excellence and quality management. Furthermore, discriminant analysis identified three significant variables that effectively distinguished award-winning schools from non-award-winning schools: Leadership, Strategy, and Operations. The discriminant function correctly classified school group membership with an accuracy rate of 65.4 percent. The results suggest that the success of World-Class Standard Schools is not determined solely by educational outcomes but also by the effectiveness of systematic organizational management. In particular, leadership, strategic planning, and operational management emerged as critical factors contributing to school excellence and recognition under the national quality award framework. Therefore, schools striving for excellence should emphasize the development of these three dimensions alongside other organizational components to enhance both management quality and student outcomes. Such efforts will support the achievement of international standards and prepare educational institutions to respond effectively to the demands of 21st-century society.
