Abstract

This study aims to examine the key success factors of public service delivery by the Armed Forces Development Unit and to propose an integrative model for collaboration between Mobile Development Unit 22 and the executive branch under the concept of Collaborative Governance to ensure sustainability. Employing a qualitative research methodology, data were collected through in-depth interviews with 8 personnel from Mobile Development Unit 22 and 12 community representatives using semi-structured guidelines, in-depth observations in 6 operational sites using observation forms, and an analysis of 45 relevant documents, with all data analyzed via content and thematic analysis.

The findings reveal that success in public service delivery stems from five key components: multi-stakeholder participation, consensus-based decision-making, resource management with stepwise support, trust-building and capacity building, and participatory monitoring and evaluation. Furthermore, the synthesized integrative model for Mobile Development Unit 22 and the executive branch consists of four key stages: participatory planning to identify authentic goals, a collaborative resource management mechanism emphasizing stepwise support, a conflict resolution process utilizing a facilitator role for consensus-based decision-making, and a participatory monitoring and evaluation system for continuous learning. Ultimately, this model contributes to enhancing both the efficiency and sustainability of public service delivery in rural and remote areas.
