OPINIONS ON THE IMPLEMENTATION OF CHILD PROTECTION FUND SUPPORT BY PROVINCIAL OFFICES OF SOCIAL DEVELOPMENT AND HUMAN SECURITY

This study aimed to (1) examine the level of public opinion toward the implementation of the Child Protection Fund by the Provincial Offices of Social Development and Human Security, (2) compare opinions based on personal factors, and (3) propose guidelines for improving the fund’s operational mechanisms. A mixed-methods research design was employed. Quantitative data were collected using questionnaires from a sample of 400 citizens, while qualitative data were obtained through in-depth interviews with eight key informants, including government officials, community leaders, and parents. Descriptive statistics (mean and standard deviation) and inferential statistics (t-test and ANOVA) were used to analyze the quantitative data, while content analysis was employed for qualitative data.
The results revealed that the overall public opinion on the implementation of the fund was at a high level, particularly in the areas of information dissemination and child protection services. Personal factors such as education level, occupation, and income were found to be significantly related to public opinion (p < 0.05). Qualitative findings indicated major challenges, including inconsistent communication efforts, lack of inter-agency collaboration, and insufficient personnel with expertise in child protection.
