THE PARTICIPATORY SAFETY MANAGEMENT MODEL OF SECONDARY SCHOOLS UNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION

This study is a research and development study with the following objectives 1) to investigate the components and guidelines for safety management in secondary schools under the Office of the Basic Education Commission. The sample group consisted of 331 participants, including school principals, acting vice-principals, or teachers acting as school principals, selected through purposive sampling. In addition, seven experts were also selected purposively. The research instruments included a questionnaire with content validity scores ranging from 0.60 to 1.00 and reliability coefficients between 0.845 and 0.929, as well as a semi-structured interview form. The statistical methods used for data analysis included mean, standard deviation, first-order confirmatory factor analysis, and content analysis; 2) to develop and validate a safety management model for secondary schools under the Office of the Basic Education Commission. The group of informants consisted of nine experts selected through purposive sampling. The research instrument was an appropriateness assessment form that had been reviewed for accuracy and language clarity by the research advisor. The data were analyzed using mean, standard deviation, and content analysis; and 3) to assess the feasibility and usefulness of the safety management model for secondary schools under the Office of the Basic Education Commission. The sample group consisted of 331 school administrators, including principals, acting vice-principals, or teachers acting as school principals, selected through purposive sampling, along with 30 experts also selected purposively. The research instrument used was a questionnaire reviewed for appropriateness and language clarity by the research advisor. The data were analyzed using mean, standard deviation, first-order confirmatory factor analysis, and content analysis.
The findings revealed that: 1) the safety management components and guidelines consisted of eight key components and four implementation guidelines; 2) the developed safety management model comprised four main elements
