The Competency Development of Administrative Officers in Office of the Secretary, Department of Local Administration

Abstract

The purpose of this research was to study the patterns and methods, problems and obstacles and guidelines for problem solving and suggestions for developing the performance of civil servants under the Office of the Secretariat of the Department.  It is a qualitative research study, collected data by structured interviews with six key informants. Standards and guidelines have been adopted to determine the knowledge, competence, skills and competencies required for civil service positions. According to the guidelines set by the Office of the Civil Service Commission, five competencies included  1) Focusing on achievement 2) Good service 3) Acquiring expertise in careers 4) Adhering to righteousness and ethics  and 5) Teamwork to define a model and method for developing operational potential problems and obstacles. Most of the findings were caused by the lack of personnel operators, high volume of work, unfavorable operating materials which lack of maintenance. The approach to solving problems and obstacles is the allocation of government personnel, job rotation, requesting budget support for purchasing materials Suggestions for research are as follows: 1) Government officials should be allocated to match according to the structure  and 2) There should be a development of operational potential for government officials by means of lectures, knowledge or transfer of work experience.
