The Evaluation of e-Saraban of Local Administrative Organizations in Chiang Mai Province

Abstract

This study aimed to evaluate the implementation of the electronic document management system (e-Saraban) in local administrative organizations in Chiang Mai Province, based on the CIPP Model. It also sought to identify problems and obstacles in the system’s operation and propose recommendations for improvement.

A qualitative research method was employed. Data were collected through semi-structured in-depth interviews with 10 key informants, each representing one local administrative organization. The data were analyzed by using content analysis and descriptive interpretation.

The findings revealed that while most organizations recognized the necessity of using e-Saraban in response to digital government policies, many lacked a clear strategic direction. In terms of input, limitations were found in infrastructure, budget, and personnel skills. The system’s process was hindered by operational complexity and insufficient ongoing training. Although the system improved the speed and accuracy of document processing, challenges remained in user engagement and tracking capabilities.

To enhance the system’s effectiveness, the study recommends improving user-friendly design, strengthening continuous staff development, and establishing clearer operational policies. These efforts would help increase the efficiency of public administration and service delivery at the local level.
