An Integrated Job Analysis and Work Design Framework for Developing Biomedical Engineer Competencies within Competency-Based

This article synthesizes concepts, theories, and practical approaches regarding the use of job descriptions (JD) to develop biomedical engineer (BME) competencies in Thai public hospitals. The study is situated within the context of rapid advancements in medical technology, stringent patient safety standards, and resource constraints, which often lead to misalignment between workforce development and actual job requirements. The objective is to synthesize the relationships among job analysis (JA), job description (JD), and job specification (JS), critically examine systemic gaps in competency development, and propose an integrated framework linking JD with competency-based human resource development (HRD) systems in hospitals.
The literature review reveals that a key issue lies in the inadequate definition of job roles that fail to reflect real-world tasks, resulting in fragmented competency identification, assessment, and development. This article proposes the JA–JD–JS framework as a central mechanism for translating actual job functions into measurable competencies and systematically linking them to HR processes, including recruitment, competency gap analysis, individualized development planning, and performance evaluation.
The synthesis identifies four essential competency domains for BMEs: technical, behavioral, ethical/professional, and interprofessional collaboration. These competencies must be explicitly embedded in the JD and JS to ensure effective development and evaluation. Furthermore, digital technologies and artificial intelligence can enhance HR processes, provided they are implemented within appropriate governance frameworks.
The article contributes theoretically by advancing an integrated conceptual framework and practically by offering actionable guidance for hospitals to design competency-based HRD systems aligned with real job demands. This approach aims to reduce competency gaps and enhance the quality and safety of healthcare services sustainably.
