Educational Quality Assurance Approaches for Developing Appropriate Educational Standards for Special Education Schools Serving Children with Intellectual Disabilities

Abstract
Providing education for children with intellectual disabilities is an important mission of the educational system aimed at promoting rights, equity, and the development of students’ potential in accordance with individual differences. However, special education schools in Thailand still employ educational standards and quality assurance systems that are shared with mainstream basic education, which may not fully align with the context and unique characteristics of these students. This article aims to examine educational quality assurance approaches for developing appropriate educational standards for special education schools serving students with intellectual disabilities. This study adopted a documentary research approach, drawing upon 14 domestic and international research studies and relevant literature. The data were systematically analyzed and synthesized to formulate proposed guidelines.
The findings reveal that many countries continue to apply general educational standards frameworks to special education schools, while also establishing specific indicators and support systems for students with special educational needs. Greater emphasis is placed on individual potential development, life skills, communication, self-care abilities, and quality of life rather than solely on academic achievement. Furthermore, an appropriate quality assurance system should include individualized learning management, developmental assessment, multidisciplinary support, and the participation of families and communities. The article suggests that Thailand should develop flexible educational standards and quality assurance guidelines that are consistent with the context of special education schools in order to genuinely enhance the quality of life and potential of students with special educational needs.
