Performance of External Quality Assessors in Thai Vocational Education: Findings from the ONESQA 2025 Survey

Abstract

This paper evaluates the performance of external quality assurance (EQA) assessors specializing in Vocational Education (VE) in Thailand, utilizing data from the nationwide Service Satisfaction and Development Survey conducted in the fiscal year 2025 by the Office for National Education Standards and Quality Assessment (ONESQA). The study analyzes satisfaction, engagement, and confidence metrics from multiple stakeholder groups, including Vocational Education assessors themselves, Vocational Institutions, parent agencies, and quality assurance supervision units, supplemented by qualitative insights from focus group discussions. Key findings indicate high levels of overall satisfaction and confidence regarding Vocational Education assessors' performance from both self-assessment and stakeholder perspectives, although scores were marginally lower compared to assessors in other educational sectors. Despite the positive ratings, qualitative data highlights areas for continuous improvement, particularly concerning the selection process, ongoing professional development (emphasizing soft skills and context-specific knowledge), and feedback mechanisms. The results provide valuable insights for ONESQA to refine its strategies for managing and developing its EQA assessor, ensuring alignment with the evolving demands of the Thai Vocational Education sector and national development goals.
