China’s intensified efforts to safeguard intangible cultural heritage (ICH) have expanded development opportunities, yet disparities among ICH items persist. This study introduces the concept of an ICH cultural circle and uses Qinhuai lanterns as a case to examine cross-project linkages and shared inheritance challenges. Drawing on qualitative content analysis, field observations, and interviews with practitioners, the research identifies the cultural foundations that structure inter-ICH collaboration and their potential to reduce developmental asymmetries. The study proposes pathways—cultural excavation, resource integration, and industrial coordination—to advance collaborative innovation and enhance the sustainable transmission of ICH.
