The objectives of this study were: (1) to examine the existing and desirable situations of ethical leadership among first-line administrators in universities in Nanning, and (2) to assess the needs for ethical leadership of first-line administrators. The sample consisted of 385 participants selected through stratified random sampling. Data were collected using questionnaires and analyzed using mean, standard deviation, PNImodified, and content analysis.

The findings revealed that the existing level of ethical leadership among first-line administrators was moderate, while the desirable level was at the highest level. The priority needs for ethical leadership, ranked from highest to lowest, were responsibility, fairness, trust, respect, and integrity. These results can provide guidance for developing ethical leadership programs in universities.
