COMMUNITY PARTICIPATION IN DEVELOPING PLANS FOR EARLY CHILDHOOD DEVELOPMENT CENTERS

Abstract

          The development of Child Development Centers (CDCs) is a crucial responsibility of local administrative organizations, as it lays the foundation for early human resource development. Community participation in the development planning of CDCs is therefore an essential mechanism that enhances effective management and ensures alignment with local needs. This study aims to examine the significance, forms, processes, and approaches to promoting community participation in CDC development planning, using participatory and collaborative management concepts as the analytical framework.                                      The findings reveal that community participation contributes to context-appropriate planning, enhances transparency, and fosters cooperation between government agencies and the public, leading to sustainable improvements in the quality of life of children and families. Key factors influencing community participation include communication between public agencies and citizens, the strength of community leadership, relationships between teachers and parents, educational levels and awareness of early childhood development, and support from local administrative organizations.                                                                                   

            Furthermore, promoting participation requires systematic mechanisms such as community forums, strengthening CDC committees, building collaborative networks, and continuous information dissemination. Enhancing community capacity and knowledge is also essential to enable effective participation in planning processes.Overall, community participation plays a vital role in improving the quality and sustainability of Child Development Centers, while strengthening community engagement and inter-organizational collaboration in early childhood development
