Knowledge Management of The Bangkok Metropolitan Administration Budget Department

Abstract

The objective of this research is to study the process of managing knowledge that is important and necessary for the performance of personnel, including problems and obstacles. and guidelines for developing knowledge management of the Bangkok Budget Office. This research used qualitative research methods. It collected data from documents related to knowledge management and by structured interview 8 personnel of the Bangkok Budget Office. The research results found that knowledge management at the Bangkok Budget Office has a process that focuses on systematic knowledge management for use in actual work. It is the development of personnel to gain knowledge, skills and experience in performing their jobs efficiently, to gain expertise in operations and aims to create the sharing and exchange of knowledge in the organization from one person to another, to benefit and be able to work more successfully. The Bangkok Budget Office has a 7-step knowledge management process: 1) identifying knowledge, 2) creating and acquiring knowledge, 3) organizing knowledge into a system, 4) compiling and filtering knowledge, 5) access to knowledge 6) sharing and exchanging knowledge and 7) learning within the organization to be able to easily access various knowledge and use such knowledge to benefit the organization. In addition, it was found that problems and obstacles to knowledge management at the Bangkok Budget Office are; 1) problems from personnel diversity. This makes appropriate knowledge management for each individual in the organization difficult. 2) problems of storing and transferring knowledge that do not have detailed storage of knowledge within the organization as a whole. 3) problems of transferring knowledge, knowledge that still lacks the transfer of knowledge, experience, and expertise in the work within the individual. 4) problems with workload and limited practice time. 5) problems with communication and knowledge management, and 6) problems with culture of the organization.
