Abstract

This research aimed to: (1) examine the Pending Tasks management system for cadastral survey services and the registration of land rights and juristic acts at the Lampang Provincial Land Office, and (2) design and develop a digital system for managing and tracking such backlogs. The study employed Action Research in conjunction with the Design Thinking approach. The key informants consisted of administrators, operational staff, and service users of the Lampang Provincial Land Office. Data were collected through documentary research, in-depth interviews, focus group discussions, and a two-month pilot implementation of the developed system. The data were analyzed using content analysis. The findings revealed that the backlog management process of the Lampang Provincial Land Office is carried out in accordance with relevant laws and regulations and primarily relies on manual registration logbooks for recording and tracking cases. However, the existing system has several limitations, including time-consuming data recording, difficulties in retrieving and verifying information, the inability to generate up-to-date reports, and inadequate support for managerial decision-making regarding backlog monitoring. To address these limitations, a digital system for backlog management and tracking of cadastral survey services and the registration of land rights and juristic acts was designed and developed using Google Apps Script. The results of the pilot implementation indicated that the developed system enabled systematic data recording, real-time tracking of backlog status, and rapid and accurate report generation. Furthermore, it reduced operational procedures, improved the efficiency of backlog management, supported managerial decision-making, and enhanced the quality of public service delivery.
