Ethical Standards in the Bureaucratic System and Public Administration

This academic article aims to examine the concepts, principles, and significance of ethical standards in bureaucracy and public administration, as well as to analyze the role of ethics in promoting effective, transparent, and accountable public governance. The study employs a documentary research approach by reviewing academic literature, laws, regulations, and related studies concerning public ethics, good governance, and public administration. The findings indicate that ethical standards serve as a crucial mechanism for guiding the conduct of public officials and political office holders, ensuring that they perform their duties with integrity, accountability, commitment to the public interest, and adherence to the rule of law. These standards constitute a fundamental basis for strengthening public trust in governmental institutions. Furthermore, the integration of Buddhist principles, including Sappurisadhamma (the virtues of a good person), Brahmavihāra (the four sublime states of mind), and Dasavidha-rājadhamma (the ten royal virtues), with ethical standards can enhance the moral development of public personnel and foster an organizational culture characterized by transparency, responsibility, and service excellence. Therefore, promoting ethical standards alongside Buddhist moral principles is an essential approach to improving the effectiveness of public administration and strengthening good governance in Thai society.
