The Participation Process of Public, Private, Academic and Civil Society Sectors In Building a Safe Metropolis According to the Bangkok Health Constitution in Bangkok’s Lat Krabang and Don Mueang Districts

This research has 2 objectives, i.e.; 1. to study the operational approaches of proactive community relations on creating a modern and livable community in Amphawa district, Samutsongkhram province and 2. to study the proactive community relations management and public participation in Amphawa district, Samutsongkhram province. The research's sample groups consist of the management-level officers of Amphawa Police Station, Amphawa district, Samutsongkhram province, the community relations police officers of Amphawa Police Station, Amphawa district, Samutsongkhram province, chiefs of relevant agencies in community development within Amphawa district, Samutsongkhram province and the people of Amphawa district, Samutsongkhram province. This research is conducted as qualitative research. The researchers gather information in many aspects. A tailored focus group is used to ensure the efficiency of the research. The direct engagement in data gathering begins with documentary research. Triangulation is applied to the examination and validation of accuracy. The data are analyzed during the descriptive data collection in order to seek out the differences through interpretation of the research’s objectives. interpreted, distinguished and summarized. The results are as follows: Police officers encourage the public sector to be proactive by cooperating with neighboring agencies, promoting understanding of traffic regulations, illegal substances and local crime prevention among the people in the community as well as recruiting local governmental officials, namely sub-district headmen and village headmen, in monitoring and preventing crimes and substance abuse in the area. Also, the public, private and civil sectors cooperate and engage in activities that are beneficial to their local community. Inter-sector meetings are held to resolve issues.
