The application of behavioral science to promote enrollment in the Community Welfare Fund: A case study of Rim Nuea Sub-district Municipality, Mae Rim District, Chiang Mai Province

The objectives of this research were to 1) study and design nudge tools based on behavioral science concepts with the potential to promote decisions to subscribe to community welfare fund membership, and 2) evaluate the efficiency and impact of the designed nudge tools on increasing the new membership rate. This study employed a mixed-methods research approach, combining action research and quasi-experimental research. The participants consisted of 175 residents in Rim Nuea Subdistrict Municipality for the quantitative survey and 10 key informants for qualitative data. The research instruments included in-depth interviews, questionnaires, and nudge toolkits developed based on the EAST Framework. Data were analyzed using content analysis, descriptive statistics, and t-tests. The results showed that: 1) The nudge tools suitable for the local context consisted of three sets: the Social Power set, the Easy & Attractive set, and the Timely Opportunity set. 2) The efficiency of these tools resulted in a 1,167% increase in new members compared to the same period of the previous year (increasing from 6 to 76 persons). Furthermore, the sample group showed a statistically significant increase in perception, attitude, and intention to subscribe at the .05 level. These findings indicate that the application of behavioral science can effectively reduce barriers and motivate citizens to access community welfare.
