Advancing Public Sector Management Quality Award Towards Government 4.0 (PMQA 4.0)

A Case Study of Department of Special Investigation

Abstract

This study aimed to examine the implementation of Public Sector Management Quality Development toward Government 4.0 (PMQA 4.0), identify success factors, and propose guidelines for enhancing PMQA 4.0 implementation within the Department of Special Investigation (DSI). The research employed a qualitative approach, utilizing documentary research and formal interviews with seven key informants. The findings indicate that the Department of Special Investigation systematically drives public sector management quality development toward Government 4.0 through the formulation of action plans, operational plans, and related strategic frameworks aligned with PMQA 4.0 criteria as a tool for advancing organizational development. Key success factors include: (1) leadership factors, characterized by visionary leadership, effective monitoring, motivation, and stakeholder participation; (2) planning factors, involving clear strategic planning communicated through performance indicators to agencies and personnel; (3) personnel factors, focusing on professional capacity development, although limitations remain regarding staff attitudes toward PMQA 4.0; and (4) technological support factors, which integrate the three main factors to enhance operational efficiency toward Government 4.0. The study recommends that future development efforts should emphasize organization-wide implementation of PMQA 4.0 through proactive leadership, strategic planning, service-user orientation, digital transformation of work processes, integrated personnel development, and operational system improvement to generate sustainable outcomes benefiting citizens, society, and the nation.
