Guidelines for the Management of the Military Community Fund of the 21st Signal Battalion, the 1st Army Area

Abstract

This research aimed to (1) study the roles and responsibilities of the Military Community Fund Management Institute of the 21^st Signal Battalion, 1^st Army Area, (2) analyze the management approaches of the Military Community Fund, and (3) study the problems and obstacles in the management of the fund. The research utilized a qualitative methodology, collecting data from 18 commanders, fund officers, and fund members. Data were triangulated and analyzed using content analysis and inductive descriptive analysis. The results revealed that the Military Community Fund plays an important role in solving the debt problems of personnel by systematically managing debts under the “One Household, One Contract” model. It serves as a center for fund management and systematically integrating fund data. The fund’s management strength stems from on-time installment collection, efficient performance of the fund committee, debt consolidation, being a source of funding for career development, and providing welfare to members, such as scholarships and support for various activities. Problems and obstacles include the heavy workload of fund officers, limited loan limits, and delayed loan repayments, which impact the overall flexibility of the fund’s management.
