Implementation of drug prevention policies of subdistrict administrative organizations in Ubon Ratchathani, Sisaket and Amnat Charoen provinces

Abstract

This research has the following objectives: 1. To study the attitudes of sub-district officials and members of the sub-district administrative organization council in Ubon Ratchathani, Sisaket, and Amnat Charoen provinces regarding the factors and problems in implementing drug prevention policies. 2. To compare the factors and problems in implementing drug prevention policies classified by the qualifications of sub-district officials and members of the sub-district administrative organization council in Ubon Ratchathani, Sisaket, and Amnat Charoen provinces. This research is a quantitative research using questionnaires as a tool for collecting data. The sample group used in this study consisted of 144 sub-district officials and members of the sub-district administrative organization council in Ubon Ratchathani, Sisaket, and Amnat Charoen provinces. The study results found that: 1. The factors affecting policy implementation include: the policy itself, the policy dissemination process, cooperation from stakeholders, and personnel and budget. 2. The problems in implementing the policy include: lack of knowledge and understanding of the policy, personnel and budget, inter-agency cooperation, and politics, with differences in the policy dissemination process. 3. Officials working at different levels of the sub-district administrative organization have different attitudes regarding the policy dissemination process. 4. Executive and non-executive members have different attitudes regarding personnel and budget and inter-agency cooperation. 5. Sub-district officials and members with different levels of responsibility to the community have different attitudes regarding the policy dissemination process, cooperation from stakeholders, and personnel and budget. 6. Sub-district officials and members with different levels of responsibility to the community have different attitudes regarding the problem of politics.
