Implementation of new public service concepts at the Film and Video Act B.E. 2551

A case study of Chachoengsao Provincial Cultural Office

Abstract

The purpose of this research is to study the pattern methods and channels of public service, problems and obstacles in operations and public services and to study guidelines for the development of new public services at the Film and Video Act 2008 of the Chachoengsao Provincial Cultural Office. This research is a qualitative research. Data collected by interviewing a person related to the Film and Video Act 2008 of the Chachoengsao Provincial Cultural Office and documents from the law.  The research found that the new public service can be implemented in the Film and Video Act 2008 of the Chachoengsao Provincial Cultural Office.  Because what has been done at present, the office  is opening a channel for the public or the operator to participate in public administration in such work via phone or Line application. Arrangement of meetings to create knowledge and understanding between government officials and business operators are organized at least once a year. Opening channels for obtaining business licenses according to the Film and Video Act B.E. 2551 through the E-service system, as well as facilitating the public with legal knowledge. But there are still problems and obstacles that the government must solve in terms of procedures as mentioned above to build confidence with the public, build trust between government and people. Furthermore, this would increase the opportunity for people to participate in the public service.
