Public service providing for the quality of elderly life development of Mae Mok Subdistrict Municipality, Thoen District, Lampang Province

Abstract

This study aimed to: 1) analyze the forms of collaboration in the provision of public services for improving the quality of life of the elderly by Mae Mok Subdistrict Municipality in cooperation with various sectors; 2) examine the implementation outcomes in relation to the needs of the elderly and the resulting improvements in their quality of life; and 3) study the problems, obstacles, and recommendations regarding access to such services. This qualitative research employed semi-structured interviews and surveys to collect data from 13 key informants including municipal executives, officials, village headmen, and subdistrict chiefs, as well as 66 elderly participants.

            The findings revealed that: 1) there were three forms of collaboration: (1) coordination with different sectors to provide services related to health, economy, and social welfare; (2) cooperation through regular meetings, planning, and information sharing on elderly welfare; and (3) collaboration through joint project development, vocational training, elderly care services, and budget support. 2) The implementation of elderly care services had a positive effect on the quality of life, particularly in terms of daily living and social participation. Economic, physical, and mental health conditions remained mostly unchanged. The services were most aligned with social needs, followed by physical and economic needs. Most elderly participants were satisfied with services such as counseling and housing improvements. 3) The key problems and obstacles in accessing services included limited budget and personnel, inadequate transportation systems, and inconvenient service locations and procedures. Recommendations included increasing budget and staff, expanding communication channels, and simplifying service processes.
