This academic article examines the concept of lifelong learning as a fundamental pillar for creating a sustainable learning society within both Thai and global contexts in the twenty-first century. Integrating key frameworks from UNESCO, the OECD, the European Commission, and leading scholars in adult education, the article conducts a comprehensive analysis of the conditions, mechanisms, and strategies necessary for lifelong learning to flourish. Findings indicate that lifelong learning is not merely an education policy but a philosophy and way of life that must be cultivated from early childhood through the development of intrinsic motivation, active learning skills, and enabling environments. The article proposes an integrated conceptual framework linking individual, institutional, community, and public policy dimensions, accompanied by concrete practical guidelines for developing Thailand's lifelong learning system in a manner that is effective, equitable, and sustainable across all population groups.
