Abstract
This study aims to analyze the management of overlapping maritime claims between Thailand and Cambodia under the framework of the Memorandum of Understanding MOU44, focusing on safeguarding national maritime interests through preventive diplomacy and maritime security enhancement strategies. Employing qualitative research through document analysis and case studies, the findings reveal that preventive diplomacy effectively mitigates conflicts and fosters bilateral cooperation. Key maritime security roles are played by agencies such as the Office of the National Maritime Security Coordination Center and the Royal Thai Navy. Furthermore, joint development initiatives under MOU44 facilitate sustainable resource utilization and reduce regional tensions. The study highlights that integration of diplomacy, security, and maritime development strengthens the stable relationship between Thailand and Cambodia and supports regional security in Southeast Asia.
