Cultivating an Integrity-Based Organizational Culture through Paramattha Samadhi

ABSTRACT
Corruption remains a critical obstacle to organizational development, particularly in the public sector and social organizations that serve the public interest. Although many organizations have implemented structural measures such as regulations and auditing systems, these approaches have not achieved sustainable solutions, as individual behavior largely depends on internal consciousness and self-regulation. This article aims to (1) analyze corruption issues in public and social organizations, (2 synthesize the concept of Transcendental Meditation with ethical behavior, and (3) propose a conceptual framework for building an integrity-based organizational culture. This study employs a documentary research approach by reviewing relevant literature, academic works, and prior studies. Data were analyzed using content analysis and conceptual synthesis to develop an integrated framework at the individual, group, and organizational levels. The findings indicate that Transcendental Meditation enhances awareness, self-regulation, and empathy, which are key mechanisms for fostering ethical behavior.
The article proposes that developing an integrity-based organizational culture requires integrating the development of inner consciousness with shared values, ethical leadership, and governance systems. Such integration helps institutionalize ethical behavior as organizational norms, leading to transparency, trust, and long-term sustainability.
