However, organizational development does not occur only from developing any one person but occurs from the participation of personnel in all departments and at all levels. The purposes of this academic article are to: 1. describe operations according to the Thailand Quality Award criteria; 2. analyze problems and obstacles in operations according to the National Quality Award criteria. By using secondary data, including annual report documents, research reports, and content analysis, The results of the analysis found that: 1. Operation according to the National Quality Award criteria consists of 7 categories: Category 1: organizational leadership; Category 2: strategy; Category 3: customers; Category 4: measurement, analysis, and knowledge management; Category 5: workforce; Category 6: operations; Category 7: results 2. The analysis results found that ethics and transparency assessment in government agency operations is a tool used to measure transparency, work efficiency, and service provision of government agencies to the public. The basic concept is based on the framework of good governance. Data is collected from internal stakeholders, external stakeholders, and public information disclosure. The advantages are: 1. It promotes work that adheres to standards, is transparent, and operates in accordance with the specified steps and timeframes strictly. 2. It is valuable for prevention and warning, as well as reflecting the image from the attitudes of personnel and external stakeholders who receive services. The study found that the Khmer Rama story (Ramkerti) contains two Buddhist principles and teachings: 1.Tilakkhaṇa and 2.MaṅgalaSutta. The Tilakkhaṇa (three characteristics) explain the impermanence (Aniccatā), state of suffering (Dukkhatā), and soullessness (Anattatā) of all things. Qualitative informants included monks, scholars, local residents, community leaders, government representatives, merchants, local tour guides, and students. Quantitative informants were 810 people living in 2 countries, purposively selected. Research instruments included interviews and questionnaires. The research results found that</p> <ol> <li>The Legend of Urankathathu is a religious text that chronicles the history of Buddhism in both the northeastern region of Thailand and the Lao People's Democratic Republic. It includes an original belief about the Lord Buddha's visit to Phu Kham Phra, during which he prophesied the location for enshrining the Buddha's relics. The legend also highlights the cultural relations between the people on both sides of the Mekong River.</li> <li>The promotion of Phra That Phanom as a world cultural heritage involves five components: 1. committee formation 2. public forums 3. educational activities 4. information exchange and 5. cooperation.</li> <li>The knowledge set and curriculum for communication of tourism activities at Phra That Phanom and Phra That Phra Athit demonstrated an efficiency value of 81.73/83.50, meeting the established criteria of 80/80. Trainees' English speaking and listening skills improved significantly after the training (p < .05). Moreover, the trainees expressed high satisfaction with the use of the knowledge set and curriculum ( = 4.45).</li> <li>The elevation of Phra That Phanom to the level of a cultural world heritage site should be guided by the following principles: 1. Establish a working committee to oversee the process; 2. Allocate a sufficient budget to support the necessary activities; 3. Develop a comprehensive operating plan outlining the steps and timeline for achieving the goal; 4. Implement the plan effectively and monitor progress to ensure success; 5. Officials (5 people) and 4. Citizens (10 people) totaling 20 people. This research is quantitative research, collecting data from 33 people. The tool used to collect data is a questionnaire. The statistics used for data analysis are percentage, mean, and standard deviation.</p> <p>The research results found that 1. The application of good governance principles to the performance of duties of anti-corruption officers in the public sector, Region 4, Khon Kaen Province, was found to be at the highest level overall. The principle of good governance with the highest average value was the principle of transparency (average = 4.48), followed by the principle of participation (average = 4.47), and the principle of responsibility (average = 4.32). 2. A mixed-methods approach was employed. The sample consisted of eligible voters aged 18 years and above residing in Non Teng Subdistrict, who were selected using Yamane's formula for sample size determination. Data collection tools included 1. questionnaires and 2. interviews. Quantitative data were analyzed using frequency, percentage, mean, and standard deviation, while qualitative data were analyzed through content analysis and descriptive writing. The findings showed that:</p> <ol> <li>The overall level of political participation in voting was high. To suggest solutions to problems and obstacles in the role of community leaders in managing village funds. This is a qualitative research using in-depth interviews with 5 target groups : 1. Community president, 2. Community vice president, 3. Community committee, 4. People, and 5. Village sages. The results of the study on the role of community leaders in managing village funds found that community leaders are capable of managing the community and funds, always taking care of and solving the suffering and promoting the happiness of the villagers. If any villagers are in trouble, they will go to help solve the problems. They are also loved by the villagers in the community. The issues of problems and obstacles in the role of community leaders in managing village funds found that community leaders cannot solve the problems of fund management in some cases, such as selecting the qualifications of villagers who will borrow money or make financial transactions, not checking the qualifications before lending money, corruption problems in the fund, and the issues of solutions and obstacles in the role of community leaders in managing village funds found that community leaders should set any plans or policies for fund management. Nonetheless, local political engagement remains a challenge that necessitates continuous study and development to promote effective and sustainable participation.</p> <p>This study aimed to 1. examine the level of political participation among citizens in exercising their voting rights for the election of municipal council members in Nong Hua Fan Subdistrict, Kham Sakaesaeng District, Nakhon Ratchasima Province, and 2. identify approaches to promote political participation in the voting process. A mixed-methods approach was employed. The approaches to enhance political participation included: 1. organizing training sessions to educate citizens about electoral laws and civic duties in a democratic system, and 2. encouraging citizens to engage in observing campaign speeches and verifying electoral information accuracy.</p> <p>The findings indicate that the overall level of political participation among citizens is moderate, with voting activities being the most prominent aspect. In contrast, public expression of opinions and active participation through actions remain at a low level. Recommendations for improvement emphasize the importance of educating citizens about their rights and responsibilities as democratic citizens and promoting their engagement in the electoral process to enhance transparency and foster effective political participation.</p> <p>The development of political participation among citizens in the Nong Hua Fan municipality should be conducted systematically, focusing on enhancing knowledge and understanding of governance and the electoral process. This should be accompanied by the creation of diverse and easily accessible participation channels. Analyze the problems and obstacles in the quality of life of jasmine rice farmers in Hin Kong Village, Hin Kong Sub-district, Suwannaphum District, Roi Et Province, and 3. Propose guidelines for solving problems and obstacles in the quality of life of jasmine rice farmers in Hin Kong Village, Hin Kong Sub-district, Suwannaphum District, Roi Et Province. This is a qualitative research. The research instruments are in-depth interviews with 4 target groups : 1. Village headman, 2. Assistant village headman, 3. Village committee, and 4. Jasmine rice farmers. The data collected from documents, literature, and interviews were analyzed using content analysis. The results of the study on the quality of life of jasmine rice farmers in terms of physical condition found that people had body aches due to farming. In terms of mental condition, people’s mental state depends on the price of their produce. If the products can be sold at a high price, it will result in farmers having better mental health. In terms of society, it was found that people living together in the community do not have problems, quarrels, or arguments. The issues of problem-solving and obstacles to the quality of life of jasmine rice farmers in terms of physical health, it was found that people should have regular health check-ups every year and when they are sick, they should seek treatment at a government or private hospital. In terms of mental health, it was found that people should strengthen their minds, consult their relatives when they have problems, or go to the temple to make merit to calm their minds, which will be a source of spiritual support.
